This guy knows how to speak to the uneducated and angry white Americans, mostly white men and of course their girlfriends and wives. He likes to play into their fear. He also developed an outsider reputation which appeals to many voters. So this should be seen as a campaign tactic.
But believe it or not, he was better for Somalia than the deep state operative that goes by Sleepy Joe. In the grand scheme of things, Trump is good for Africa than any operative that the deep state puts forward.

He was not interfering in the internal affairs of African countries, and he also had the idea that we can stop the mass migration to America when we stop overthrowing other countries' leaders and when we stop destabilizing their governments.

Truth is, throughout his presidency, Trump was fighting against the Deep State, and once it comes to foreign policy, it is the State Department that drives it. But Africa, as a whole, benefits from a president who limits the interference from the West in their internal affairs.

The problem is his gullible supporters. This guy makes this outrageous statements because he knows it works in the minds of these gullible people. That is what we should understand. If he goes to Florida or NY, he won't mention Ilhan Omar or Somalia because he knows the voters there don't care about what he says about this lady or Somali in general. So he is making the statement because he is reaching an underlying "concern" (even though it is a misplaced one) in those voters in that state.
Let us also understand that Minnesota is a purple state and Republicans are trying to make it a red state. So to rally his gullible base voters, he brings up Somalis and Somalia since we have the largest community of Somalis in that state. This is all tactic, and it is something that worked for him in the past.
