Ethiopia's DDSI has a president, German federal states have prime ministers, every emirate of the UAE has its own amir. So our structure isn't unique but we need a good framework. Previous presidents failed to construct a power sharing framework between the central government and the federal states.

And my point is that is due to lack of written structure in the constitution. There's no clarity about the powers of the federal states and their limitations. HSM wasted 4 valueble years, Sharif wasted another 5 years. The central government isn't even trying to finish the constitution to clarify the rules with regard to taxation, investment, you name it. Do you seriously suggest for the federal states to wait and sit until xamar sorts its issues?i don't know about other FS, but PL's constitution clearly says PL will handle its own affairs until a nation wide consensus is reached. That's not unreasonable.

Imagine, 2 presidents and we still don't have a permanent constitution! The structure of the federal government has not improved in almost a decade. All the political progress in creating the federal states is masking the failure at the federal level. No constitution, no SNA, no revenue and redistribution law etc... There has no progress on any of these issues since Garowe II. Total failure at the top.
