Three more government officials sent to jail for theft of public funds [Somalia]

MOGADISHU (HOL) - Two senior officials in the Ministry of Fisheries and Office of the Accountant General were Thursday slapped with an accumulated jail term of 19 years for embezzlement of public funds and use of public office for personal interest.

Banaadir Regional Court delivered its second anticorruption ruling in a week today ordering the jailing of the officials, demanding refund of public money and locking out the officials from public office forever.

Guled Mohamed Ibrahim, a director of administration in the Ministry of Fisheries was sentenced to ten years in jailed and ordered to return $137,907 to the state in addition to a fine of $2,366.

The court found Ibrahim guilty of violating article 241 of the Public Office Act through mismanagement of $105,907 under his watch.

The court also established that a sum of $202,000 of public money was deposited into Ibrahim’s personal account. He will forever not serve in public office, the court said.

The second defendant, Ali Sheikh Abdi has also been added to the list of public officials found guilty of abuse of office.
According to the ruling Abdi, the head of compliance in the office of the Accountant General is guilty of using his company, Maamus General Contracting and Services Company to engage in business with government contrary to article 251 of the Public Interest in Official Acts.


Abdi was condemned to a 9-year jail term and ordered to refund the state a sum of $5,855 in addition to a fine of 3,549.

Meanwhile a father and son will serve one and three years in jail respectively for collusion in depriving the state of resources.

The court found Aweys Hassan Omar, an accountant in the ministry of information guilty of violating articles 251, 241, 280, 281.

The articles criminalise theft of public resources, use of public office for public interest and engaging in tendering and contracting malpractices.

He was sentenced to one year and six months in jail and fined $1183.

Kadar Aweys Hassan, the son of Aweys and manager of Alhabib Business Centre violated articles 280 and 281 which refer to breach of contracts for public supplies.

Kadar will spend the next three years in jail and pay a fine of $1183.

The sentencing of the three come barely a week after senior officials in the Ministry of Health were jailed for between five and 18 years for theft of public funds.
