They would have if they were just another madhab. If only they were Shafi'i or Hanbali.

There are differences among the Islamic Madhhabs regarding which non-Muslims can pay jizya and have dhimmi status. The Hanafi and Maliki Madhabs allow non-Muslims in general to have dhimmi status. In contrast, the Shafi'i and Hanbali Madhabs only allow Christians, Jews and Zoroastrians to have dhimmi status, while maintaining all other non-Muslims must either convert to Islam or be fought.

Hanafi & Maliki madhabs have the best approach.

You simply can’t force a faith upon millions of people who are native to the country you’re ruling if you come as a foreign conqueror. Historically, Islam grew organically amongst the native populations ruled over by foreign Muslims.

Forcing conversions would be met with violent resistance from the overwhelming majority who are non-Muslims & not people of the book.
