I mean aside from hygiene and distancing what can they do? And even that is pretty much futile. The vast majority of people are set to get infected and this includes first world countries, if you're in Somalia you're more or less bound to get it at some point much like every other country except the vast majority of people don't have face masks.

There is no point in keep infection rates low, there's barely a healthcare system to strain. Well that's just my assumptions anyway, I'm no expert in this.
