Because Galmudug has only existed on the ground since 2020. And Xamar has been most of the focus of people originally from Galmudug. Why invest in Galmudug when you can make a lot more money in Xamar. That is changing however slightly as Galmudug becomes more stable and you can expect better returns. Although most investment is limited to Dhusamareb as it’s the commercial capital effectively given it’s now where the government there is based.
Salaam are an investment bank. They manage way bigger capital than their net worth. This is the important thing. Given they’ll fund projects and own a percentage, they can make returns on every project. This is how you expand.
@FBIsomalia we are also no better not putting a 'timeline' on federalism before confederation model is executed. I under but even SSC was able to crowd fund projects locally and build a lot of infrastructure via diaspora money alone. I'm asking why they didn't even bother to build more roads, water plants, schools, hospitals etc? What is the goal here? Is there a plan to develop?
This is a hypothetical situation but If your people "allowed" people from PL to come invest and live in Galmudug with guaranteed safety it would change Galmudug completely within 5 years.

We have no interest in allowing PL people into GM lol. Why share profits with them when we have plenty of businesses in Xamar that are going to be investing in Galmudug once Xamar and it’s outskirts like Afgooye etc where food production is the best in Somalia are saturated.
Imo Galmudug will always be a HAG state. The only thing PL can get into GM and through to South Somalia is goods that will have import duties.
I’d say it’s best in PL’s interest to focus on finding a way to avoid GM’s borders and make a long road into DDS and around HG land there and then a long route through there and into HS/KG etc.

Xamar has more self funded roads than most Somali cities put together. Every other month an important road is being built by companies with support of Xamar administration
With the Hobyo Galkayo road nearly done. We need the Xamar to Hobyo road and this will connect all of the Galmudug cities to Xamar
Anyone can build dirt roads, I don't include them
