I believe that East Sanaag should be an FGS administered region.
The federal government should have a constitutional clause to allow a region or qabiil to be federally administered.
If they’re gonna continue this qabiil-based governance, you may as well allow smaller qabiils the right to choose from who they’re ruled by.
The IC should be brought on board with this idea that if a majority of a certain qabiils elders request government intervention, they will receive it.

No, if the FGS gets IC support then it’s feasible. Present it as a solution to tribal infighting.
But knowing the IC, they will agree to the FGS managing civil affairs but AMISOM running security.
SL will face the prospect of having AMISOM within its borders. If they decide to fight then they start an international incident.

It's just you have so much hope for the paper state called FGS.I thought from the initial thread you produced on Siad Barre that you were grounded on facts and reality.
Somalia has the tools to become an African powerhouse but pride, AS, qabiil kills us.
The FGS in its current form is like Manchester United, a constant state of almost there but ultimately far away from competency.
I work in policy and Somalia is an interesting case. There are clear ways forward for Somalia, it’s about whether the Somali populace are willing to do it.
The problem is that this current generation of politicians are unwilling to go out of their comfort zone and because of that, the FGS will remain doomed.
But I remain hopeful.
