Well Somalia does have many local governments (Somaliland, Puntland, Galmudug, Jubbaland..ect) The only qashin here is the bad example set by Mohammed Siad Barre.

We have many governments in many states, but no real competent leadership in any of them.

Somalia/Puntland/Somaliland whatever you call yourselves are finished. There will be no grand reemergence of the nation state ever again. If the last 30 years have told you anything your fathers generation failed Somalia and that is not something you can undo. Enjoy the grinding poverty.
