I agree there should be a wealth fund in Somalia that diaspora can contribute too. The issue is the effective governance or lack of it. You can't have a functioning system in the environment of qabilism and corruption. These two are cancer tumors of Somalia. Would you invest your money into such fund right now in Somalia? Whould you train an athlete for Olympics who has both brain and colon cancers? The answer is no.
Individual remittances contribute to the economy and people's welbeing over all. It is simple math.

I want to add there should be a Master Plan of Development of Somalia (MPDS) in place that Somalia can adhere to for decades. Study up Singapore, Malaysia, Turkey, South Korea, China, Taiwan....
Somalia and Somaliland ought to negotiate in earnest. Somalia can switch to a hybrid federal/confederate system. It could be seen as a loose federation or a tighter confederation. Each constituting state would retain a greater autonomy in self governance but delegate foreign affairs, monetary policies, defense arrangements to the central government. Presidency should be on a rotational basis.
Once all the kinks are ironed out, Somalia can concentrate on the MPDS.
It is worth a try. Give it about 15-20 years and you will see positive results.

He talks about how many in government hold dual citizenship and how they contribute to qabiil tension by spending money meant for development on their qabiil and other selfish expenses and when things worsen as a result of their corruption they run back to the west, I recommend you watch the whole video it’s very informative

This guy would sell his own mother for a seat in Somalia. You can't trust people who are from a different clan with your own interests. He should just stay in the west and forget about Somalia and leave it to the many who are willing to die for a seat in Mogadishu or the Federal states.
