Learn how to read Qaldaan. He is asking home owners to be more lenient. He did not say that home owners are purposefully hiking up the price.
Neither did I. I’m pointing out how civilians from lascanood fleeing isaaq oppression were met with with hefty rent, water and electricity bills, based on other reports.

Habiib Farah is telling reer Garowe/PL to treat people fleeing lascanood well and the least they could do if they’re not going to help in any other way is to stop asking rent upfront, which correlates to what I’ve already posted.

You are just being a munaafaq oo raba inuu dadka isku diro.

Home owners can't subsidise water and electricity bills, these prices are set by the companies that provide these services. Maybe you don't know how this world works. As for rent? That depends on the location and if the rent is a certain price in a neighbourhood, it's the same price for everyone.

What Habib and these other people are asking for, is for home owners to be more flexible, but can home owners even afford that? The best thing for people to do, is to move to more affordable towns and villages.

Meh. nacnacda sii wad.

3 bedroom in the middle of nowhere in Garowe is $300 plus $250 Moryanism, maybe the rent negotiator. She also said she would rather going to ISAAQ territory than staying and living in Garowe.

Majority of Laascaanood families went to Saaxdheer and other neighboring tulos, people that went to Garowe are small.

It is customary to receive displaced people, or even visitors, and not exploit their circumstances. It is in the best interest of reer Garowe to welcome displaced Somalis, be it reer Las Anod, or farther afield.

And better yet, develop better business sense.

Now, on to the rate issue, how many Garowes are there? I am assuming we are talking about the one in Nugaal region. If so, I was there a couple of weeks ago, and whilst it is more expensive than Bosaso & Galkacyo, it is no where near Hargeysa, or Xamar. Let me offer an example: a nicely furnished 2 bedroom guest house in Garowe is, depending upon the condition, and area, approximately in the 500$ range, Galkacyo in the 300$, Hargeysa in the 1,200$ range with Xamar being double of that of Hargeysa. The same applies to food esp. fruits and vegs - imagine fruits & veggies are most expensive in Xamar. In a few years, meat will not be affordable to the average family.

People in general are decent, but I must admit local business people in Garowe are not quite as savvy as those in other cities, nor are they as receptive.

Mostly people from neighbouring towns i.e. Burtinle, Qardho, and Las Anod complain about what they view as exuberant rates in Garowe, 'cos they are comparing them with those of their respective towns. For example, I met a family from Burco, who came to consult an eye, and dentist doctors, expressing similar sentiment.

All in all, reer Garowe ought to keep the tradition of being good hosts, and displaced, or travellers must be good guests.

By far, of the major cities in the Somali territories, Garowe in my favourite: civil, clean, calm, less congested, has roads with names, and has a nice weather.

Thw average 5 bedroom house in Hargeisa is $300 - $450 at most. I don't know about Mogadishu. Burco is the cheapest of all, a 6 bedroom house with 24/7 running water is $200 if not less.

Why Garowe is expensive? Is it because, there are no enough houses available? They should build more houses, the city is still relatively small.

A furnished, guest house, with all amenities, my dear TimaJilic. I rented one more than once.

For a regular house, with nothing included, in Goljano, was going by 1,000$ in Dec.

Again, areas make a difference.

You are not talking about Daami, are you?

Updated:
The $250 is 'deebaaji' when you are a local, and do not have a 'damiin'. It is a common practice.
