The federal council of Switzerland has 7 presidents, with one of the presidents representing the country and another one being VP it then rotates every year.
Somalia should have a federal council with just the 5 FMS presidents, using the same model... 99% of Somalia’s problems come from the so called FGS that is led by a stateless b00n that doesn’t represent anyone.

i have been saying it for years, the swiss 14 cantons each 2 cantons get a president, 7 presidents, the swiss are landlocked but have an economy 11 times the GDP of Ethiopia,
the only thing we really need to share is central bank, defence and foreign policy, that should be the only realm of the federal states,
also the natural resources, i dont mind if the regional state keeps 60% and pass the other 40% to the so called federal gov where its shared with the less rich regional States,
but the 5 regional presidents, its doesn have to be 5 we can make more like khaatumo, anyways, the regional leaders will have veto on what the federal/con-federal gov can and will do,
so if puntland or jubaland doesn't like a certain foreign policy like sending an army with UN to some nation, we can veto it, so can the others,
let each nation look after her taxes, decide on education policy, etc,
issue is we have langabs who hate this decentralisation, but at the same time they dont want the nation to prosper and move ahead with an honest accountable gov, they want their cake to eat it whilst also having their cake,
the langabs are UN imaginative but deep down they want to loot the nation because their regions dont produce jack shit so they wish to loot the central government,
the model will expose those who are bad leaders who cannot fix their own regions, attract investment etc, so the spot light hits them hard,
this is why an OG or an MJ president will not be picked for somalia anytime soon because they will implement this in the first 100 days, its they who need it and the other tribes want to loot xamar, notice how no other somali wants an accountable gov except Mj or OG? because the rest waa tuugo who depend on the central gov for looting,
federalism is too weak, we need confederacy like the Swiss, where regions crack on with life except deal with foreign or defence or monetary/currency issues, but they have a veto,

so many firms were relocating from EU to Switzerland due to lower taxes the EU banned the swiss stock market shares being purchased by EU residents unless the swiss increased their VAT to say 30 because little es like Belgium, Denmark, France where its very high were not able to compete, exposing their big fat nanny high tax low growth state
