The man who wrote this article is trying to indirectly send shots to the maamul of kgs. Trying to downplay their efforts and basically accuse them of tuuganimo.
The reality is that this elnino storm is from Allah. There is nothing that can stop it. I'm pretty sure if it happened in any first world countries in Europe it would also destroy roads, houses etc.
There is no blame that can be put on the maamul of kgs. Rather the roads will just have to be fixed/rebuilt.

Also no mention about the hundreds of thousands of people that are suffering from the floods in Baidoa. No mention of sending aid and helping those that have been affected lost their homes. But he chose to highlight a few roads that have been damaged?

To be honest, Turkish construction is of a higher caliber than Chinese construction. Even a qarax doesn't destroy Turkish roads, much less a flood. I was surprised to find that a qarax had occurred in a particular area and that the roads had survived.

Wats sad is god send blessings thru ppl, they're could be thousands of them who if alive could've had a positive effect for U. Who has had a look at the damage. It's not even that bad. You can see that the other sections of road leading up to the pavement failures are completely undamaged.
Why do people make it out like has washed the entire road away. This can be fixed relatively easily. The base looks good (still nicely bound), only the asphalt is ruined.
Also, it's quite difficult and expensive to make everything flood proof. Most roads are immune to flooding for 1:10, 1:20, 1:50 year floods (that is the road is flood proof for big floods that reoccur in the 10, 20, 50 year period). If you get a giant flood and isolated sections of the road fail that is fine.
