There will be no Khalifah until Imam Mahdi arrives. What's happening now is Israel imposing its hegemony in the region by keeping the neighboring Arab States weak enough so its regional dominance cant be challenged. This is the end goal of a war with Iran, to make it weak and no longer a threat to Israel's dominance. This why they also overthrew the Assad regime in Syria, Sadam Hussein in Iraq, Gadaffi in Libya, Mohamed Morsi in Egypt, and possibly ICU government in Somalia (because Somalia was also part of the 7 countries the US planned to destabilize in 5 years). There is no emerging Khalifah in the Middle East right now. What you are seeing is a capitulation to Israel's regional dominance (that's what the Abraham Accords is for). This is what the US and Israel meant when they said "We are reshaping the Middle East in our vision".
