sounds like an idea that would suck, smarter idea like I've said before is a proper constitution and states, like the US did when they had the same problems after they kicked Britain out, a proper balanced power gov giving states and their populations power and say through a senate and congress would be ideal, from there a democratic election to be taken place at all levels(state/fed/congress/senate) and having higher court branch to handle disputes and oversea the balance of power between states and feds,
we can from there work on our own manifest destiny and expanding like the American 13 colonies did considering our similar landmass
