He looks Somali-like but really Rwandans have our own look. Individually, we can look like just about anyone on the continent but in a group, we are distinct. I'd say the people I've seen who look closest to us in a group are the Daatog in Tanzania.

The answer is: all of the above.
The ethnic groups in Rwanda were not homogeneous. It's one of the reasons abandoning them for a united Rwandan identity makes more sense.
The "Tutsis" were formed through the union of nomadic pastoralists who entered the great lakes region from the north. They are believed to have migrated down the Nile from lower Egypt and Sudan. These people were definitely majority Nilotic with some Cushitic DNA as evidenced by their height. They formed the Rwandan monarchy and ruled for 500 years. Rwandan Kings were rarely under 6'8". Our last King was 7'2".
Shortly after their arrival, another migration happened. This group was of slightly shorter, very light skinned Cushites who came to Rwanda from Tanzania through Karagwe. They were assimilated into the ruling group.
The Rwandan Kingdom had ties to Karagwe until the very end, because of this last group.
