No cohesive JL work can happen until OG & MX come to a definitive agreement like Abgaal & Xawaadle did in Hirshabelle. Similar dynamic with KGS. Another factor is there are thousands of AS in the Juba Valley/LS. It'll take months of constant fighting & airstrikes to flush them out
