The problem facing Somalia is not odey dhaqameeds, it is the fact that we are trying to build a modern state on a foundation of pastoralism. I have looked everywhere in human history, and there no examples of a state whose primary mode of production was pastoralism that existed for any period of time without raiding or pillaging agricultural societies. Because we are still a pastoral people, clan remains paramount. Pastoralism, as a mode of production, needs clanism to provide protection and to survive periods of hardship. In order to weaken clanism you first have to change the mode of production. We cannot fight clanism as long as we are still a pastoral people, it is inherently contradictory.

tl;dr You can't have a modern nation-state whose economy is based on herding livestock. The social fragmentation inherent in such a society will tear apart whatever state they manage to construct.
