OR, these industries are firmly managed by the patriotic educated individuals and divvied up into cooperatives to sustain large parts of the country thereby gaining loyalty without a single shot or support from the corrupt whorish somali political and elder class.
5. Now you have control of the inteligence and state institutions across the country through your now highly adaptable network of spies, informants and loyal politicians + You also have a stable local self sufficient support network, industrial worker coopertaive network and some rich businessmen may also be with you, Its time to do the final step which is to start aiming for the top positions President / PM.
6. You will lose a few political battles but you will win in the end as you slowly grind down the corrupt class to dust until they relent and cant rig anything anymore. After this you pass many laws including banning and relegating elders to cultural heads and arresting those who refuse. Neighboring countries will be disfigured by your spy networks but by this point they will have caught on to your schemes and will prop up rivals a civil war may be likely but with a highly educated and determined populace + Industries that can sustain a war effort you should be able to hold off any foreign interventions and crush the clan coalitions.
