You’re arguing a different point but no one said this was a bad thing. And a lack of 5-star hotels ≠ lack of good quality, respectable hotels.
There is also no standardized definition of a what a 5-star hotel is. Nor is there a singular certifying body that is recognized globally for enforcing these standards.

That is a false meme. It is not true at all. They are carrying out many major city specific infrastructure projects across the country roads, bridges, power grids, drainage systems, water supply, and housing. That has been the main focus of development.
Take Hargeisa as an example, since this discussion is about Somaliland. These are the projects currently underway:

In that 21 roads completion link I shared earlier, what really shocked some people was just how much internal capital exists in the city that could be mobilized for development.
They even installed traffic lights at major road junctions:

They’re installed at major, busy street junctions and many of them are paved concrete or asphalt roads, not dirt roads. The purpose is to reduce traffic congestion and bring order. They even introduced proper road-lane systems and traffic directions.
How is that money laundering when the funding came directly from the community that requested it? And it was implemented by a local company.

Somebody really needs to study the fixation people have with “short-changing” developments/building in Somalia into hotels in so many threads. Typically, there is only one hotel in a given area, and if more are built, it’s simply to expand accommodation because cities are growing fast you can’t fit everyone into a single building that don't have enough and are not tailored for specific services. Also, these hotels are not constructed by the local municipality or government. I don't know how you compared hotel building to city planning.

People on forums like this or reddit or much of the internet aren't serious people. Just folks looking to back up their biases with like one tweet about a hotel or something. No serious or rigorous research has been done in any direction.
I think people get this false idea because the economy is growing but the infrastructure isnt improving as much, even the roads you showed after being paved look very pathetic with mud as sidewalks and jiingad on the sides

They don’t look pathetic at all. The videos show them under construction, which is why there’s rubble and dirt around.
The infrastructure is improving significantly and expanding. In this video, you can see there is no mud, but instead the deep pits that have been dug along the sidewalks. These will be filled to build pedestrian footpaths, with greenery and trees planted along the middle that divides it. You can also see the roadwork equipment positioned in the middle, used to smooth the surface. And a middle circular round about that is still under construction as well
He also attended the opening of a water expansion project in Berbera just this week:
That’s what Somali regional leaders do, they attend various project openings. Even the large, modernized Technical/Vocational School I mentioned earlier was inaugurated by the previous president at the end of last year:
You can see them attending openings of hospitals, schools, businesses, and infrastructure projects regularly. Cirro also recently visited a coast guard equipment upgrade.

They should channel their hotel fixation into something useful by actually visiting these hotels. Maybe they can write a review of the service and report back. People would probably be more interested in that.
I think it's a feature of these message boards/forums and social media. It's like how 4chan and others evolved. Comes back to what that Psychologist you showed me explained.
Then there are actual pockets on the web that engage in research sharing and honest discussions, but they are becoming increasingly drowned out.
