Sarovar is an Indian founded/managed chain so this is some type of franchise arrangement and there’s no way of knowing exactly how it was financed. the other company involved is owned by Somalis so at least it’s not an entirely foreign venture as is the case is many other African countries.
Most businessmen are in it to make money
first and foremost. The needs of the people/country is the responsibility of the government, so it’s their job to ensure that the money they make from selling the land, planning permissions, ongoing taxes associated with hotels etc are all reinvested properly into the country. They also have the power to make sure most of the jobs actually go to locals and not foreigners, but since the owners the franchise are Indians we’ll just have to wait and see
