They are recruits for more support in the regions and less mucaarads and to show they are fair and fit to be independent. But it didn’t work very well as those regions are mostly still anti separatists. But unfortunately they can’t show it as the regime locks up anyone that shows or displays the blue flag.

people in those regions just want to move on and earn a living in peace and stability and SL allows them just that in addition to giving them representation to the point where they're overrepresented since SL government wants to be PC

That’s a well repeated propaganda that it’s all lovely and supported by other clans. But it’s far from the truth. Revolt with what? They are out manned and gunned. They got massacred by the snm in the 80’s-90’s and are prosecuted for speaking and showing their interest for somalia.

That wasn't a massacre, that were clashes. Both sides reconciled at the Borama conference in 1993.

It was easy to stop the dispute between issaq and non isaaqs. But, the issaq inter conflict was worse especially from 94-97 . Berbera skermish in 1992 between musa abdullah and ciise muuse was minor incomparison to the full blown Habar Awal vs GX conflict in Hargeisa and the Habar habar wars in 1995.
Yeah the wars between 94-97 and any skirmish between Isaaq before that easily trumps these clashes that are used only for arguments.
