The thing is if the fed reserve ever tried to do anything against the wishes of the us government it can and would be overturned. It doesn't matter who has the bigger pockets but who holds the bigger gun.
That's why the USA can have so much liabilities because no one can forcefully demand repayment without the contest of the USA.
