The elderly being targeted in North Minneapolis

Some have been attacked and had their vehicles stolen. Some have also required hospital treatment after being attacked. Does anyone have any more information on this? Why these things are taking place? According to the people in the video, the police doesn't seem to be doing much. Seems like Minneapolis is not as safe as I thought.
