I think that every State has a different priorities. JL has been in a conflict with the previous government and is looking forward to a period of political and security stability. Ahmed Madobe says he does not want a new conflict with this government he said that he was not intending extention at first but he did it because Farmaajo has wasted from him two years so he wants to do what he couldn't do under Farmaajo and leave legacy behind interms of liberation and development.
He feels that after two years JL leadership will be contested over and one of them is Hamse
Deni told the IC of Hamse being from the same party as Hassan Sheikh and his disciple so there is a pressure on Hassan Sheikh from them who wants to replace him after two years but will keep him while he is weak until he completes the constitution and changes the FMS. He will be replaced by a man who does not belong to the UPD. After that Hamse will be looking a chance in JL.
For PL, the basis of the dispute is that PL wants the PM position to promote its interests. At first, Deni wanted to be the PM for himself and then when he couldn't he suggested to pick him from PL he was told no.

Hamse is not independent like PL wants and can't promote it's interests. He started leaking "xan" recently about him not being free. I asked a UPD source can him and Hassan Sheikh clash any day like when Xamse time is up and he told me how Abdikarim Guled and Hassan Sheikh were very close and now they have no relationship. He thinks Hamse will not resign when his time up and his fate will be the same as Saacid. This can f*ck UDP plans in JL he may join Guleed!
PL wants donar grant allocations to be based on the free districts rather than States. For example, KG is not less populated than PL but PL wants more share than KG. Hassan Sheikh said no state will be dealt as a second citizen status responding to Deni(waxay gaar u rabto PL) Now Galmudug and Hirshabelle have been liberated there is only only Ceelbuur district remained in Galmudug and Hirshabelle all districts are freed except some towns on the west side of Shabelle. KG will be free in 6 months that why elections will be postponed to after the war in 6 months. Galmudug has now more free clans from Harardhere, Ceeldheere, and soon Ceelbuur, Bacaadaweyne and camara(Dir)
The other dispute is on the constitution.
The constitution is important for this govt so there won't be no conflicts between the SFG and FMS and to go for it was approved by 4 FMS including JL while PL refused these suggestions. Can they accomplish the constitution without PL? They have convinced themselves they can because SL is also missing so it will be a southern constitution.
