Dhulbahante secretly do not seek to establish a new FMS because this is not possible as they are alone. Sool and Sanaag can form a new FMS but besides them it must include warsangali, Habar yoonis, Habar jeclo and Fiqishini respectively so it can be a collective decision. As for Warsangali they have autonomy and rule themselves only loyal to SL which pays for their army and administration without the presence of Isaaq and sometimes when they are upset they change their flags and military ranks to PL flag and military ranks in addition to that they have no roads to reach them as their land is mountainous and rugged unlike of Sool
Therefore, Dhulbahante have asked the UN, UK, US and the EU to hold a referendum for them in Sool and if they voted against SL they asked to put them under the federal government. this is an option that i mentioned before they sent those requests to the IC but what is the position of the federal government? It is biased towards SL and will not agree to the establishment of a new FMS in Sool and Sanaag for two reasons: Isaaq and Dir are a difficult number in the parliament and elections so they cannot be against them the other reason is SL using Djibouti channel so they(The SFG) say leave them like this until they get tired of the war and start negotiations between them!!
The beginning of the end of Somaliland: There is a petition to the British government accusing them of SL using their funds against the unarmed civilians of Laascaanood so if it reaches the required number which is 25k they will discuss it in the parliament and stop these fundings like training and funding SL police. The number has now reached over 15k.
An alliance between Garxajis and Dhulbahante is loading. The Garxajis are expecting that Muuse Biixi or Jeegaan to rig the elections in two years and they were already against his extension so a war may break out between them and jeegaan so as a preemptive attempt, they started siding now with Dhulbahante before they become the next target. If another Isaaq civil war breaks out between them in two years it will lead automatically to SL leaving Sool and this will be the end of the story of SL..
