I think if SL tries to legitimize any sort of talks with them, it would destroy the government. We already saw when their foreign minister was being neutral and tried to be coy in an interview it blew up in their face. They are masters of deception and the centuries old divide and conquer so I would not put it past them to try and capitalize on our internal divisions. I don't think you can compare Somalis to other nations. The government doesn't have a monopoly on violence. There's clan militias everywhere.
