Karim Bouamrane is the new mayor of Saint-Ouen, 6 km from Paris.

Saint-Ouen is a commune in France, in the France region, department of Seine-Saint Denis, in the district of Saint-Denis. The commune includes the entire homonymous canton, as well as part of the Saint-Denis Sur canton. It is located in the northern suburbs of Paris, 6.6 kilometers from the center of the French capital.

From the results I get when I search "Saint Ouen" it does seem like a deprived area with a high population of immigrants.

That remains to be seen. Every time a country finds development / industrialized, its birth rate begins to fall. Or rather, the following generations of immigrants, when they integrate, will stop having fewer children, although religion could play its role and keep that curve high.
