Most projects in Somalia are imf/world bank projects or foreign countries funded Somalia is the only country in the world militarily and economically controlled by foreign countries.If the government is financing the project, they needs to be a standard where the contractor awarded the project has to employ Somali workers. Unless they can't find the needed skills.
Also, how hard is it for Somali authorities to establish trade schools? These type of jobs are in high demand and more cost-effective for the state compared to regular universities, as uni graduates have a hard time getting jobs in their field.

I can’t convince these people that Somalis can never be conquered or replaced.
