There is no such thing as islamic banks, they are all haram and engage in riba as well. The article you have quoted does not address my point either. Saudi Arabia is beholden to the IMF/World bank based on riba which their scholars endorse, just like every single other modern day state. They are completely controlled, and there hasn't been a real muslim dawla for over 150 years. Which is why there are US military bases in Saudi Arabia that of course, their scholars write fatwas to endorse.
