But the TPLF only adopted ethnic federalism 95 in their constitution coming into affect 24 months later (Puntland declared federal state 98) C/Yusuf was flirting with it much before but Islamic groups by that time overrun much of Mudug/Bari hence the delay.

This was then followed by Galmudug 2006, until everyone came up with their own state, this is essentially an Ethiopian run project that will never work in Somalia.

The whole point of this project was to divide the homogeneous dangerous Somali group so that they never unite and everyone peddling this federalism is nothing more then a mere dupe.

This is why you have Ethiopian Brigadier General's sitting in Somaliland/Puntland and Koonfur masquerading as peace envoys to ensure this never happens.
