This is all we know so far. The driver was Irish, the lorry company is from Bulgaria but owned by an Irish citizen. The truck also apparently came from Belgium.

Organised crime and terrorism is the two main thing that is an issue in the United kingdom. My guess is the triads and Bulgarian gangs came to some form an agreement with each other. Furthermore, the method used by this driver indicates that the said company or individuals with in the company in question based Ireland might be a front to organised crime I.e ( money laundering, extortion, modern day slavery etc) . Furthermore, said gang could be operating in ROI which is why it was easy to use a ferry to holyhead, Wales then drive all the way to essex. Furthermore, I am sceptical with the driver's claim of not knowing.
