I am so pleased who-ever the person was that suggested this idea, it must of been a long time ago as the framework to rebuild Somalia. I mean imagine if it was top-down, where we all went to mogadishu and tried to resolve the national matter all in one swoop. It's way to complex and hard to do such thing and no wonder it failed 15 times before. Where-as with Bottom-Up approach, we can now pinpoint which regions are failing to come to a comprise. We can pinpoint the region like we can say 'South West' is not nation building cause it's people are under Shabab. We can point to Galmudug and say it's not reaching the goal of nation building cause it's very unstable.

We can point to JL and say the same thing. Where-as with a top-down approach, the conference would end and no-one would know which region or people were responsible and the blame would go to 'somali way heeshin waydee'. Well with a bottom up they can't say anymore 'somali way heehsin waydee' cause you can clearly see which regions are not on a common path and those who are. U can clearly see PL has shared policy village to village and is ready to attend a nation wide conference bring puntland 'views' to the table. Does PL have problems yes mainly 'sool' which is due to interference from SL so they 'stop' any sort of 'reconciliation' happening in Somalia.

But the people at the ground level are all like 'we want somalia' and puntland is our vehicle to reach there. Even Muse Bihi acknowledged this and say 'all eastern somalia including HY/HJ' are like we prefer puntland and their agenda which is to take the voices of those people into 'platform' and say this is what we want from Somalia iyo dadkeena waa ku heeshiyeen.

The people of north mudug, sool, sanaag, bari, toghdheer are all similar policy on the ground. They want Somalia but a Somalia they envision is a FEDERALIZED one. Way ku heeshiyeen tani, all the rest are just spoilers and trying to 'ball bust' the people. Hadi cod laga qaadi laha umada halkasi ku nool, u wud see an absolute identical policy position. One Somalia. One Federal platform. Now lets negiotate weeye with the rest of Somalis to see what we can cook up to satisfy us all. But this requires we have a partner on the other side of the table and his region came up with a policy, whatever it may be, as long as their united at the ground level behind it. We can work something out in Somalia, just unite your people in your region, regardless what they want ACCEPT IT. Even if IT'S SHARIAH, CENTRALISM, FEDERALISM, IT DOESN'T MATTER. Just unite them and we can all talk as one nation. Something will eventually be agreed on. But we cant meet each other when our people dont support us on the ground level or have different visions.

No more blame game if a conference fails. It's not top down, you don't know who the spoiler is in such framework, u can only say 'somali way ku heeshin waydee' Lakin bottom up, u just look across the country u can see which regions clearly have not formulated a policy that their people support. Secession only hargeisa-berbera, the rest are not towards it. The south a mishmash of regional states, shabab, and 'centralist' mogadishu. We can pinpoint meeshay somalidu ka socon la'dahay hada.
