I am so pleased who-ever the person was that suggested this idea, it must of been a long time ago as the framework to rebuild Somalia. I mean imagine if it was top-down, where we all went to mogadishu and tried to resolve the national matter all in one swoop. It's way to complex and hard to do such thing and no wonder it failed 15 times before. Where-as with Bottom-Up approach, we can now pinpoint which regions are failing to come to a comprise. We can pinpoint the region like we can say 'South West' is not nation building cause it's people are under Shabab. We can point to Galmudug and say it's not reaching the goal of nation building cause it's very unstable.
We can point to JL and say the same thing. Where-as with a top-down approach, the conference would end and no-one would know which region or people were responsible and the blame would go to 'somali way heeshin waydee'. Well with a bottom up they can't say anymore 'somali way heehsin waydee' cause you can clearly see which regions are not on a common path and those who are. U can clearly see PL has shared policy village to village and is ready to attend a nation wide conference bring puntland 'views' to the table. Does PL have problems yes mainly 'sool' which is due to interference from SL so they 'stop' any sort of 'reconciliation' happening in Somalia.
But the people at the ground level are all like 'we want somalia' and puntland is our vehicle to reach there. Even Muse Bihi acknowledged this and say 'all eastern somalia including HY/HJ' are like we prefer puntland and their agenda which is to take the voices of those people into 'platform' and say this is what we want from Somalia iyo dadkeena waa ku heeshiyeen.
