This delusion you have of flip flopping doesn't exist most of Sool has been with Somaliland since 2007

PL only has influence in 1 town (Boocaame) which might go anytime.

Keep with you're delusion PL hasn't controlled anything since 07. Somaliland is decentralised and working on to increase capacity where each local.

Each local authority is supposed to handle their own stuff with support from central.

Not really. it looks like you don't know their subclans. some are loyal reliableproMajeerteeniyaState/antiIsaaq some are not. general rule is the closer they live to Isaaq the more anti Isaaq and closer to MJ in Hawd less abtiIsaaq and more likely to flip and more antiMJ. best example is BahArarsame and ugaadhyahan. next rule is JS hates getting belittled by proMajeerteeniyaState Ugaadhyahan coming from outside Laaaska to gain power in Laaska using antiIsaaq card.
