Isolation policy has done wonders for Somaliland. Haven’t contributed a single dime to bring governance to Somalia unlike Puntland, yet is treated as a de facto country by the FGS. Puntland is a de facto country as well yet FGS treats it as a renegade gobol that needs to be put in their place.
It would be in the interest of Puntlanders and Somalis in general if the only state that both seeks Somali unity and sovereignty as well as peace, governance and development (the rest of Somalia is either or) would take on its appropriate role to protect Somalia properly from moryans and qabiil secessionists:

We will reconsider merging with the rest of Somalia when they get their act together.
