Regardless of where you establish draconian laws, it will rarely apply to the ruling family and the powerful. Look at North Korea and compare it to South Korean Laws and its application of their laws to their respective citizens.

North Korea would probably be the better country if the US didn’t interfere with South Korea where they basically artificially created their economy( like America buying all of south Korea’s product even if they were inferior and there was no market for them) and also giving it a lot of aid/military help, North Korea on the other hand manufactures nukes on its own and has some of the best hackers out there
