Struggling to Understand Hadith about The West

Empires throughout Human History will Rise and Fall and that is Definite and Islam highlights that and consistently confirms it.

There is a quote from a Hadith that I wanted to dive into that says "the hour will not be established until the Romans are the most numerous of people."

It says that the Romans (Western Europe and USA in this Context) will be the Most "Numerous" just before the Day of Judgement.

But what does that really mean and how exactly does that work?

If we take Numerous literally then how does that connect to the Demographic Politics of Cadaans in Western Europe and their Horrendous Birth Rates Plummeting and Migrants especially of African and Asian Backgrounds Rising in a Steady yet Upwards Spike.

Unless it means Numerous in terms of Power yet this brings us back to our First point about Empires Rising and Falling, How can the West maintain Hegemony/Power from now all the Way up until the End Times, surely this doesn't apply to Empires Rising and Falling, if they Remain the Hegemon all the up until the End of the World.

Does that mean that any of Nation that desire their Nation to be the Most Powerful, that Allah will simply just not allow that Nation to overtake the West and deliberately stop them from doing so?

But how does that coincide with the Concept of Nation/Empires Rising and Falling?

I'm struggling to wrap my head around this stuff and everything is for a Reason so surely Allah cannot act arbitrarily but how exactly does this work?

But i am not sure myself about the interpretation. My best guess is that the western world would remain the hegemony during the minor and major signs all the way until the hour which would cause the fall of the west and by extention Thus every nation and empire will fall. Allaahu yaqaan

You need to understand that Allah is able to do all things. We don't know what and how the future will turn out. I predict mass remigration and mass birthrate for the indigenous population in Europe due to not wanting migrant skilled workers? this is obviously far far in the future. Like i said who knows what will happen.

But if Empires Rise and Fall how would that apply to the West who supposedly according to this hadith and many, stay in power until the End Times?

So from now up until the end times they are clear hegemon and no one will be able to surpass them in power, if so then how does that work with empires rising and falling, if they're supposedly protected by Allah for Divine Timeline and seems they cannot "fall"?

Just because in the future their numbers will increase doesn't mean their downfall won't happen. This future can mean in thousands of years time. Every kingdom has their downfall and power. Is not hard to understand and from what it looks like their downfall has began.
