These people are not refugees; a more appropriate term for them is expats, and they are almost certainly considerably wealthier than the average Ugandan. No destitute Somali person is scraping together what little financial resources they have just to trek to Uganda of all places, which is literally just as poor as Somalia.

I suspect it's like self-hating Madow women who want their sons to marry cadaan or light skinned women. It's not that they love Somalis, I think there is sexual desire and a desire to have certain features.
