Many major western cities have pretty much made it legal to steal under X amount of dollars because of a lack of police resources which wouldn't have been an issue if they stopped wasting money on drug injection sites for crack heads

Not at all. If anything they deserve the death penalty but I was being humane in suggesting life with no chance of parole. This is a real deterrent. Thieves need to be taught a lesson. Stealing is one of the worst crimes as it usually affects hard workers who live paycheck to paycheck.
