The State-owned Assets Supervision and Administration Commission of the State Council (SASAC) is a special commission of the People's Republic of China, directly under the State Council. It was founded in 2003 through the consolidation of various other industry-specific ministries. As part of economic reform, nearly half of state-owned enterprises were sold off in the form of stocks. SASAC is responsible for managing the remaining SOEs, including appointing top executives and approving any mergers or sales of stock or assets, as well as drafting laws related to state-owned enterprises. As of 2006, its companies had combined revenues of more than $1 trillion and owned assets of more than $1.5 trillion, making it among the largest economic entities in the world.

How can State owned enterprises help Somalia/Somaliland

China Tobacco
is a multi billion dollar company that has an virtual monopoly on all tobacco products in china
this is a form of natural monopolies a business a country should have a monopoly over such as railways tobacco khat Utilities such as power and water and public transport, telecommunications.

This can provide the government with a lot of revenue that can be further distributed to other government spending such as education health care but the most important thing SOE's can do is employment
the former Somali government had alot of SOE's one of the most famous being Somalita which was in charge of bananas in Somalia and it employed up to 100,000 people ( is there even 100,000 employees in Somalia today)

Does anyone think this is possible with somalias' current state and can think of ways of how to fund this

I'm thinking that SOE's can even be diluted to a PPP public private partnership but heck what do i know?

The Somali government should take charge in building up coal mining that will be used for electric and steal, once that happens the vast amount of available electric will produce alot of other sectors that would create huge amount of employment.

We should get a loan from China to help us build a coal powered electric plants in Somalia
