People spend more than 100k on land in hargeisa. If it cost that much it would be everywhere

The machinery isn't that complex and there's plenty of competition for it. It's just a grinder and some secondary machines to pre-prep & clean the grains.
It's just some metal sheets that are welded together somehow at the end of the day.
If you check on Alibaba you could probably find some decent deals but you could negotiate the prices down even further.
Those factories make most their money from the after sales and maintenance as well as hoping you scale up through them.

Why not built it in near fertile land, then create work in form of transportation heading too berbera.
Now it seems you'll have too import the wheat to said location, making logistics more troubling then it should be.
