No doubt it'll be a mix of xeer (as traditional system) sharia (as law and judicial system) and republican (as in for the people and voting). Essentially like other states since on paper we claim Islam as the state religion and sharia as its guideline.

Honestly it'll probably function just like any other state we already have.

Misleading tweet, he's not the judiciary head. He's the head of appeal court in Sool and he was talking about how Islamic law will be used to settle land disputes.
