SSC-K citizens will be apart of constitution creation process and will vote on these three proposals.
The last one is the most important proposal, it will define SSC-K policy towards its neighbours. If the border follows tribal lines that would most definitely bring it into conflict with SL but I also believe some of the border regions between PL and SSC is Dhulbahante land so we will see how this negations will play out.
Overall I'm overjoyed to see SSC-K is actively trying to make their civilian population into stakeholders who feel part of the process. This will help citizens feel like they too have power rather than just tribal elders and politicians, accountability will be a major issue now because unlike South Somalia more specifically Xamar where citizens feel helpless against the political elite, Rer SSC-K have their government on a short leash and will police their every decision and review it with scrutiny. You won't see any exploitative deals or betrayals because THE POLITICIANS ARE HELD ACCOUNTABLE FOR THE DECISION THEY MAKE.
