It is fake paper photoshoped by N&N bots on Twitter to defame their critics and opposition groups, this along other papers they doctored has been exposed as fake, you shouldn't take these paid bots serious sxb, most of the ppl listed there are government critics and this is just N&N fans trying to get a revenge and discredit them.
Apparently they collect the information for companies or national intelligence agencies like CIA, in Somalia’s case most likely the latter
