They are Somaliland nationals. Anyone who lived in Somaliland before the union with Somalia is a Somaliland national. They have been there for generations

If Somalia balkanizes i may be eligible for both citizenships

Somalia won't balkanize. Midnimada Somalia waa muqadas from Raas Caseyer in puntland to raas kambooni in Jubbaland. You will be eligible for a Somaliland entry visa without pre-screening
