Not surprising tbh. Most Muslim countries only look after their own interests. And if they were to initiative any legal procedures against Israel, it would certainly affect their ties with the west. Given how the Israeli-Palestinian conflict doesn't affect them, the effort would not be beneficial it to them. Not to excuse them, but it's the reality.

Most of the governments of these countries are Western tools, and in themselves they are secular governments, so it is impossible for there to be a “nation” if they are in power
