I don't think Somalis are up to learning English on mass, it would be best if it was done in Somalis, The Arabs translated Greek and Persian texts into Arabic, this allowed the Arabs to flourish into the Golden Age of Islam.
The real question is how do we begin such as a reformation, do we start Somali reading classes and we translate texts and provide them to the populous/ write our own books on various topics. Do you have any ideas on how we can get the ball rolling?
Translating works can only get you so far.
Ideas are spread and digested through conversations and Somalis need to have those discussions with others around the world before they can have it between themselves.
Compare it to dank memes around the world. The west has it's own set and countries like Brazil & Turkey have their own as well.
They usually don't spread cross border. There is a lot more to ideas than just the words or pictures.

I wish I did but unfortunately there are too many variables involved to come up with the most viable plan to get this organized.
Usually these things happen organically for the most part. Even national socialism was in the works since the German unification started decades before it.
If the government had full control over the country; one of the things they could do is to control all media that gets released on tv, radio and even the internet.
Might be difficult (& 1984 level authoritarian) but it's possible and it would let the gov have some leverage in pushing Somalia's culture or national dialogues in a particular direction.
You don't censor opinions but instead amplify the ones you want until you end up with a new proto zeitgeist or lessons on what doesn't work.
Of course not any willy-nilly politicians could pull this off behind the scenes.... you need a think tank like the Rand corporation with some smart Somali sociopaths planning all this.
