The agreement broke down due the political side with SNM wanting north/south deal after siyad is gone and SSDF wanting democracy to return like 1969 with centralized govt.
SNM killed some SSDF trainers in the north 'dabarka bay ka togteen' similar to how the dhulos operate now, disgusting waqoyi culture of gunnimo and seen as dhaqan violation. Anyways they signed a deal with the USC on a north/south deal and decided to cooperate. This when SSDF went into disarray and refused to join this vicious irir pact and handed themselves into siyad barre who was a fellow darod. We only wanted the government rule not so IRIR can create some IRIR hegemony.
But worse was yet to come, the hawiye had a 'darod genocide' plan which no-one envisioned, but then what sealed the deal for SNM was when hawiye broke into factions and started destroying the capital, they lost they're partner in crime while they couldn't dare go anywhere near darod after the genocide of hamar and then SSDF betrayal they did killing the trainers who trained their SNM in the north on the battle strategy. They declared independence, that's the true story.
Anyways they held a fake conference in Borama and the way you can tell is, why did it break down after 2-3 years later in 95 war with HY?
