Somaliland’s Ministry of Civil Aviation just announced that all planes will now need special permission before flying through its airspace, starting November 10, 2025.
The government says this move is about keeping the skies safe and showing Somaliland’s full control over its own territory — even though it’s not officially recognized by the United Nations.
Similar cases exist around the world, like Taiwan, Kosovo, and Northern Cyprus, which also manage their own airspaces even without UN membershi

No one will listen unless they went their license revoked by the ICAO and barred from flying internationally. Any airlines who follow these sham orders should immediately be reported by the Ministry of Aviation or whatever to the ICAO and the relevant authorities. Two groups fighting over air traffic control could've catastrophe. I don't believe SL has even completed the FSAT nor have their ATM facilities or procedures been evaluated and all of this which is a precursor to taking full control of your airspace.

ICAO has also spent alot of effort on the STAR project notably with help from the World Bank to continuously improve the Mogadishu based Air Navigations Service centre and has been training Somali Civil Aviation Authority employees on T(R)IP strategy and also joining the ICAO PKD (public key directory)

Ethiopian visa is a real service because you land at ethiopian port of entry and enter the country.
Somalian E-visa is a scam because no Somalian port of entry was entered.

First their operating license will be suspended and if the ministry of Aviation can prove a clear pattern of disregard for the aforementioned visa and relevant laws, ICAO will step in as this is a violation of intl aviation compliance standards.

Realistically, nobody is doing that, and at that point it’s just cheaper to get a Somalia passport, which some of them already have.
