Xumbaweyne dam was a very hyped project in the end it failed its purpose to provide water for Hargeisa city.

It was suppose to provide water for hundreds of thousands in Hargeisa. It was a very
important project. As for the costs @SirLancelLord might know
as he kept close eye on the project in the early days.

So the project didn't happen at all or parts of it were complete?

I remember hearing about in like 2016 and that it was a dam with a lot of wells built too etc?

It was completed but it wasn't the capacity promised that can provide water for Hargeisa city. It is only good for nearby villages use and farms.
