That argument doesn't make sense
There is galmudug (one clan )
Mogadishu (one clan)
Jubbaland (few clans)
Galmudug is a lot of clans, Abgaal, HG, Murusade, Surre Dir, Marehan. Same for Jubaland, and forget about Mogadishu, which has a dozen at least.
Koonfur Galbeed is an absolute joke

Starting from Galkacyo all the way to the Juba river you have dozens of clans and subclans which makes governance by consensus impossible. The only way it could happen is is if Hawiye unites against all odds, otherwise you will have instability for the next couple of decades. I hope they actually form a united state of everything south of Galkacyo until the border with Jubaland because it would mean the possibility of a real nation coming back together. Unlikely though as they don't have strong clan unity to begin with.
